LION has his Chicago geography WRONG. The Loop the news was talking is the downtown region. The "Loop" that has tracks is the "Loop 'L'" that was opened in 1897. The real loops came from the cable car loops that went around downtown blocks. Chicago had the largest cable car system in the country, even largest than San Francisco. Conductors out in the neighborhoods on inbound cars would shout, "This car to the loop!" So, the term, Loop, preceded the Loop "L".
