This page refers to the Board of Aldermen banning operation of steam locomotives south of 32nd Street in 1832.

This article refers to steam locomotives being banned south of 42nd Street, by the Common Council; the year is not specified, but it says "after the Civil War". (What if GCT was built at the Battery?)

The Kaufman Act would ban all steam locomotive operation within NYC proper.
