A lot like the law that "no [surface] rail line shall cross the perimeter of the Yamanote line in Tokyo". The end result was a bunch of transfer stations surrounding central Tokyo. Sadly, as our boundary involves a river as well as a state line, we didn't get an equivalent arrangement where the city grew to envelope the once peripheral rail terminals. |
