Plus DC accomplishes it by partially building at ground level in highway medians. NYC highways don't have medians. The best we could get is Airtrain-style construction.

Prior to the build out of the Tysons, Dulles, Loudoun county Silver line branch, WMATA built only one segment in a highway median and that is the west end of the K Route Orange line. The majority of the rest of the surface segments run parallel to railroad right of ways. The east end of the segment in the highway median between the tunnel portal and the East Falls Church station is in a former railroad right of way.
