The reason it was done that way is to effectively replace the EE which had been eliminated. Otherwise, rush hour passengers needing local stations served by the EE would have to change at 57 St to/from a RR to get to Manhattan lcl stations in the AM and from those lcl stations to Qns Blvd in the PM. |
