The 8th Ave, BMT and IRT were operating far higher service levels (tph) in the 1930's, then they do today. Peak hour demand was also higher then. The ability to expand peak hour service levels on these lines was nearly nil.I would have questioned, given these conditions, whether it was wise to remove the existing Els. |
