There is no doubt that the SAS has lowered the number of people entering nearby Lex Ave stops.

Reducing the number of people entering these stations was a strategy not a goal. The goal was reducing the number of people per car (load level) on the Lex.

What was the per capita capital cost for this reduction? Could similar reductions in load level have been achieved at lower cost?

If the MTA follows its practice of lowering service levels to equalize load levels, then the Lex load levels will return to their current level within a few years.
