As to GOP zeroing out FTA, as long as FTA money ends up in contractor/vendor pockets (mst of which are Republican dominated--Bechtel as a prime example) theywill pony up the money. Even Reagan, who had no use for public transit, engaged in pump priming by increasing FTA grants to buy buses but not operating funds to run them
