It sounds to me like first they made the executive decision to start service at noon, and announced it.

Then someone had to implement the details.

Then they announced those, but someone realized (or was told by questioning emailers) that the details were ambiguous.

Then finally someone realized they might as well be precise or they were just going to get flooded with still more emails.
