Weekday Mid-day supplement schedules/service cuts

This is a first - I've never seen service cuts/supplement schedules during weekday mid-day hours. But supplement schedules appear to be in place on the R line during midday hours now. That means 12 minute headways if you're lucky.

The R adheres to the schedule during rush-hours and evenings, but there has been a supplement schedule the past few weeks during mid-days. For example, it's been leaving 95th at approx 12:59pm, 1:11pm (not 12:56pm, 1:06pm, 1:16pm). Coming back today a little past 2pm, there were very long waits at 59th/4th for a Bay Ridge R train.

Why the service cut and the need for a "stealth" supplement schedule? A 12 minute supplement schedule headway often turns into 15-20+ minute waits, as happened this afternoon towards Bay Ridge in the 2:00pm hour. If they are going to cut the R service, they need to send the W to Bay Ridge to supplement the severe lack of service on the R line during middays.

It's gotten so bad during middays that the N often has to run local along 4th Ave towards Coney Island, and the D has been rerouted to 95th during middays.
