Lower capacity because they only have 3 standards and 1 set of D Types available. The doors don't MU so you need 2 c/r's, and since the D Type is added to a standard the c/r can't stand on the steps to see the platform. He reaches for the door handle with a monitor inside the car telling him it's clear to close down.

Finally they do not want the R1/9's to interfere with regular service so they have to keep it moving.
