ESA terminal capacity is spoken for with LIRR's 22 trains per hour.

The whole point of ESA is to get trains out of Penn Station. Why in the world would they punch it through to Penn Station and send LIRR trains right back where they took them out of.

I don't know about the terminal itself, but the 63rd Street tunnels won't clear anything but a flat top 3rd rail MU that is 12'10" high.
