Before LIRR zone fares, Penn Station was in a zone all by itself. Everything else west of Jamaica was another. They even had a pair of Huntersspoint trains stopping at Forest Hills or Kew Gardens. In 1971, I had the Gibson ticket agent sell me a ticket from Richmond Hill to there. Rather than stamp it out, he said we charge "Brooklyn fares" there, and that is the ticket he gave me.

When they went to zone fares, KG, FH, WS, and NYPS became Zone 1A, everything else was Zone 1B. At some point in the 1980's, 1A and 1B were merged.
