It has never been a technical issue. WMATA followed BART in the new transit projects of the 60s/70s. Taking negative stereotypes of the NY subway as a counter guide they threw out most transit experience to build poorly laid out trackage with suburban friendly carpeted cars, and in WMATA's case, "starchitect" station designs with inadequate light to read by but flashing lights to let you know a train is coming. Both systems were designed to appeal to the high salary workers in the CBDs who mostly work 9-5, M-F and have little interest in using transit outside those hours. Despite this, in both cases, between sporting, music, and other events, as well as transit preference closer to the urban cores, the ridership has mushroomed. Mistakes like lack of express trackage, overly deep stations with too constrained platform access, where escalator breakdowns matter more, failure to directly serve important trip generators, have come back to bite them in the @$$. WMATA, to compound problems, has evolved a "time server" culture wherein actually doing the work is rare. It will take billions and years to bring WMATA to a reasonable quality level.
