If one goes back to the Silver Spring MARC v Amtrak cornfield meet of 1996, it is fairly clear that cab signals or ATS would have prevented the fatalities/fire. Mandating cab signals at least on ALL passenger + freight tracks was not something FRA was willing to do (apparently) so the other option was heavier "bank vaults" Dumb but it shifted the costs to the commuter agencies rather than forcing smarter signalling on the host RRs. Some mix of terminally stupid, regulatory capture, or anti commuter. |
