Please help me understand what the plans are here. Is this merely a "free out-of-station transfer", as the article states, or is there going to be some construction involved? If it's the former, then why will it take three years? There doesn't seem to be any clear explanation as to exactly what is going to happen.On the other hand, maybe I'm just being obtuse...in any case, I'd be grateful for some info. |
