Because today you have the speed restrictions you didn't have then.Relaying an R1/9 was quicker because emergency brakes did not have the be applied when changing directions. With R10 and up there is "penalty time" (waiting time) between when emergency brakes are applied and when the train is recharged and ready to move. Every second counts. |
