This has nothing to do with design, the car had a special rig for testing/training purposes. Someone kinked/shorted one of the rigged up wires laying inside the car which knocked out the APS and in the turn the pump. Once the accumulator was drained they had no brakes putting them into the kitty litter. Normally there would be dynamics until 5 mph, I don't know if they were functioning or not in this case.

Hydraulics have been standard equipment on BART all along and are also used on most LRVs these days so it's not some sort of unproven technology. BART cars are among the lightest anywhere (100,000 pound maximum civil load if I recall) so they have all kinds of features to keep the weight down, hydraulic brakes being just one of them. Just guessing here - their concerns about weight may have caused them to minimize the size of the accumulator and instead rely more on the dynamics.
