I believe, the original brake package on the WMATA care was also hydraulic and one experimental train of MTA R-44s also had hydraulic brakes. The failure cited indicates to me that a hydraulic brake system isn’t as safe as an electro pneumatic since in the even of a similar failure with air brakes, the air in the auxiliary reservoir would be able to enter the brake cylinders without having to be pumped by an outside source as is the case with hydraulic brakes.
