What they are really trying to focus on is "official corruption" Politicians who profit from their office while serving. Fines and restitution are 2 different things, in NY State, sentencing for crimes (jail time and/or fines) are spelled out in the statutes. You can't make them up as you go along. Most state pensions are protected by the NYS Constitution, something that legislation can not override.
In cases like the MNRR situation, people often forget or ignore the fact that just because something terrible happened does not mean anyone is criminally culpable. Not everything bad that happens is a crime. Nor should it be.
