Not the controller's fault if the operator can't handle operating at Restricted speed.This was more of a screw up then first reported. Both the operator and the controller screwed up. The train at Smithsonian was heading westbound, the other train that ran the red was heading eastbound, the interlocking was set to crossover the train standing at Smithsonian station platform.
