The "Ride The Open Air Line' campaign began on April 24th, 1923, according to Stan Fischler's book, "Uptown/Downtown". There certainly was a drop in elevated patronage, after the 1918 opening of the IRT's 7th Ave-B'way and Lexington Ave subways in 1918. Around the same time, the "Elevated Express" posters began to appear, extolling people to use the els. This followed a 1921-22 reorganization of the IRT's Board of Directors, which added three prominent civilians to the Board.
