You MAX out Astoria with (R) trains. So what if 95th street doe not need that many. The (R) needs a place to tern around, and where name you a place to do that. Sometimes a train must run almost empty to get to a place where it may tern. No big deal that.

Same with 9th/36 YOU say it does not need that much service, but the (W) does need a place to tern around, and that is best since it is not in the way of any other service. (W) will have the Lower Level to itself. No Problem there.

As LION said we do not run trains for the convenience of the passengers, but rather for the convenience of the railroad. There are Convenient places to tern trains. And half of the (W) will sort tern at Whitehall. so only alt trains will venture on to 9/36.

LION knows what him is doing even if the MTA does not.
