Despite other definitions that have been given, I think the most sensible meaning for "warp factor" would be the ratio of light-minutes covered (in a reference frame with the galaxy as a whole at rest) to elapsed minutes of the ship's proper time (or light-hours to hours, etc.) On this scale, warp 1 = 70.71% of c, warp 2 = 89.44% c, etc. In general, warp n = sin(arctan(n)) c.
