Equip the line with both PTC systems. Add a third track if they want, but creating two single track bottlenecks is not in the long term interest of either SEPTA or CSX's customers. They didn't even add connections so that one could use the others tracks in an emergency. I guess SEPTA just enjoys running shuttle buses.
