Building the IND was a tremendously expensive project even for a city the size of New York. It pushed the city to its financial debt limit on more than one occasion; that is why it was expanded in sections after the original line from Chambers St. to 207th St. opened in 1932. It did expand somewhat in the postwar era by taking over parts of former BMT lines. It's unfortunate that service was never extended to Southeast Queens as was intended at one time leaving the residents of that area to rely on buses to reach the subway in Jamaica.
