NYC and NJ are a relatively unique situation since you have the GWB in the way. The large railroads seem to only want to handle unit trains and intermodal over long distances. The incentives need to be re-aligned so that trucks pay their fair share, and railroads are incented to provide service closer to where stuff is actually going, as well as increase carload freight business that can directly divert truck traffic.

The standard number I hear for intermodal is 300 miles. That should drop when you consider the congestion constraints through NYC. Higher tolls through NYC could also help. Also, freight coming from terminals out west could be put on COFC cars on the rear of the train in the first place for New England, and then those cuts assembled for trains to go to terminals up here. A shuttle to Cedar Hill, a shuttle to Davisville, and a shuttle to Worcester should cover New England pretty well.
