Again, how would their operating costs be better if they two employees on the train?

Hell, I'd still rather have ZPTO and an extra maintenance employee to ensure ATO functionality and 90 second headways than to have TPTO and 4 minute headways.

and not even safer

I've been on a OPTO system that makes NYCTA's oldest sections look WMATA new, and I felt safe.
