I always considered 1981-83 to be the low point. Things got so bad by the end of '83 that there were 10 MPH speed restrictions all over the system, derailments skyrocketed, cars were so poorly maintained they began bursting into flames while in service, and wait times--during the DAY--approached 30+ minutes because of car shortages. |
