Not to sound overly simplistic. "every other city" does not have the unique situation that the NYC metro Area does. First of all, as for a complete M-N LIRR merger, I sense that there is not enough fire in the belly, especially on the Long Island side to get this done.
The LIRR MGT & the folks on LI. seem to think of the Long Island RR as their own. Its an inept, mismanaged & obsolete mass transit operation, but its OUR inept, mismanaged & obsolete mass transit operation. We will do the best with what we got, without any outside dilution & interference,(except for $ubsidies) is the mindset of many upper level suits.

Seems the LIRR has been interwoven into the culture of the Island's growth & prosperity.

IIRC when the first of the M-1s were delivered over there in the late 60s, on the sides above the windows read METROPOLITAN TRANSPORTATION AUTHORITY.
Next to the doors on the sides was the "meatball" M. Nothing else.
In time the locals realized that the new equiptment had no mention of Long Island & bitched loud enough to have "Long Island" painted under the large two toned blue M. Even though in small type, the point was made. IMO, they'll never let go.
