Not on every road. When the oldest Budd CTA cars were being overhauled here in Bkln at the Bkln Army Terminal, I would see a few of them lined up on the Staten Island side of the Verrazano/Narrows Bridge waiting until after midnight when the upper level would be closed to traffic so that the cars could be flatbedded across the bridge to Bkln and regular traffic diverted to the lower level..
