Why do you think that is a problem?

How would you go about fixing this problem?

Considering the various limits - money, manpower, resources, established land patterns, and the dealings with the various city, state and federal agencies involved - what would you consider priorities to deal with first, second & third?

What goals would you attempt to work on - first, second & third?
