They probably are doing that because if they try to sell them "normally," the site won't hold on and trying to sell them at regular outlets would likely see people buy them up and then re-sell them elsewhere.

It's obvious SEPTA is taking no chances on operating normally and having so many people overload it makes the Phillies parade in 2008 look like a party.
