I rode the steel cars up until 1957 when I left NY and I don't ever recall seeing one of those seats put down.

IIRC, several repaintings of the cars left so much paint on the seat leg mechanisms that they probably couldn't fold down if they wanted them to. The same thing could be said about the door control panels on the end cars of the three car sets (B or BX sets).

Incidentally, sitting next to one of those folded up seats was one of best seats on the train if you were tired. Leaning against the vertical seat was very comfortable and one might even catch a few zzzz's on the trip home.
