Our whole tipping culture is stupid. Japan has it right: there is no concept of gratuity. However, a customer will usually not complain about poor service - they simply will never return, and may advise their co workers as well. So if service is regularly poor, a restaurant will lose a significant amount of business and may have to close. Thus, everyone provides the best service they can because they know the *only* feedback they will get is a reduction in customers.
