Nothing can be solved with mere imagination alone. I can imagine that the ESA is running (it was supposed to be open eight years ago and cost just $4½ billion) and that LIRR would actually give up slots for an imaginary East Bronx commuter service, but I prefer reality. And reality says that all the NY politicians' hot air shall come to naught.
