In this case, it's looking at the bigger national picture.

Unfortunately, as hated as Wall Street is (especially outside New York), some of the "self-centered wealthy" if they feel they were PO'ed don't care about what is done in good faith. They will take it out on Cuomo, and since they can't do it through the courts nor through him directly until 2018, the way they can do it is to fund Republican candidates in House and Senate races outside New York (and especially in areas with expected tight races) who they otherwise would never fund to make sure the Republicans keep control of both branches of the national legislature after 2016.

Given the Koch Brothers are known to be pledging up to $1 BILLION of their own money to fund Republican candidates, this is why PO'ing Wall Street like Cuomo did with the shutdown in my opinion likely stoked the ire of the Dems, knowing the Dems already have an uphill battle to regain control of the House and Senate in 2016. This to me is why the MTA said they would explore keeping the subways open (at least the underground portions) in bad weather.

Add to this how this was likely looked at by people in other countries (especially Japan, which did not shut their systems down even when the earthquake/tsunami hit in 2011 and the Super Typhoon hit late last fall) that often are now clients of Wall Street firms and this is why even if it seemed like the right thing to do, it instead PO'ed Wall Street, which would have been the case whether it was six inches, 36" or 60+". Unfortunately, we are at the point where keeping Wall Street happy likely comes first.
