Cuomo was NOT, at least in the views of many:

As had been noted elsewhere, in the views of many he was more concerned with how it would look to suburban voters come 2018 when he is up for re-election as Governor (keeping the NYC Subways open while shutting everything else down) as well as not wanting something going wrong to be used against him in a 2020 or '24 Presidential bid, failing to realize that in the process of doing so, he violated Rule #1 of politics and made it in all likelihood much more difficult for the Democrats to regain control of the House and Senate in 2016.

People on Wall Street have much longer memories than people think and something like what Cuomo did is something the so-called "self-centered wealthy" will use to fund Republican candidates in races well outside New York since for now it's the only way THEY can get back at Cuomo. Given the Koch Brothers and their heavily funding Republican candidates (reportedly to the tune of $1 BILLION of their own money this election cycle), it's the last thing the DNC needs and it could bite Cuomo in 2018 if the DNC and their backers withdraw funding from Cuomo for a re-election bid for Governor and instead give it to a candidate to run against him.
