Not really. The LIRR, MNCR, NJT, and the commuter buses handle the vast majority of suburban commuters into Manhattan. There are many who transfer at Atlantic, and some at Hunters Pt, to the subways.

There is a way to reduce rush hr traffic in Manhattan. Increase HOV Bus Lanes, and institute Commercial/Truck Lanes on the non toll bridges.

For example:
Current condition on Queensboro Bridge: AM Peak: 2 HOV lanes + 2 car lanes (upper level) & 2 general traffic lanes (lower level) in peak direction. Change to 2 HOV Lanes + 2 car lanes (upper level) & 1 HOV-Bus lane + 1 Truck/Commercial lane (lower level).

It would encourage car pooling and taking commuter buses. It faster to implement than CBTC on IND Queens Blvd Trunk.
