What Cuomo did in violating Rule #1 of politics is have Wall Street remember who did this and motivates them to "Double Down" to make sure the GOP stays in power of BOTH legislative branches in 2016.

I think you are looking at the wrong state. The GOP is not in power in both legislative houses in NY, so they can't possibly stay in power in 2016.

Also, Wall Street could allocate $5 billion and still would not be able to unseat the Democrats from the Assembly in 2016. The Senate they can probably hold if they want to spend the money.
