The reason was probably that he didn't want to look bad if something happened, even if it was something reasonable and expected under the circumstances.The MTA didn't have a choice. If they disobeyed, people could/would lose their jobs. They complied under protest. So when disusing the decision to shut it all down, you have to recognize that the MTA had nothing to do with it. |
