I never said fully operational.I said the UNDERGROUND portions (as randyo correctly noted) should have been kept running and certain above-ground portions as long as those portions don't have snow preventing them from running properly. That is the part I suspect Cuomo will be told NEVER to shut down again under any circumstances UNLESS a Sandy-like storm that is an obvious threat to flood the system. Cuomo may very well be warned by Wall Street if he ever does this again he could face unintended consequences and blowback, including his donors withholding funds for a possible Presidential bid in the future. |
