In fact, after the 2010 incident, NYCT developed a Plan V, which calls for curtailing service in targeted areas, and all of the areas susceptible to snow accumulation are supposed to have a snow thrower consist assembled and ready to address any issues. Nowhere in Plan V does it call for a full shutdown. |
