I agree with you, the upper level at Penn Station is actually quite nice. The lower level is not as attractive, but its main problem is probably crowding, and there's not much that can be done about that. The worst part is the platforms themselves, they are often hot, filled with various obstructions, and it can take a long time to get upstairs from them them. That is where efforts to improve the station should be focused. |
