"If a Racino happened, then the flyover (and widening of the bridge from the main line to Belmont Park to two tracks) would be very much necessary."

By the time Belmont gets slot machines, we'll have as many casinos as we have CVS stores and no additional LIRR infrastructure will be needed. I don't see trainloads of people exiting the subway at Aqueduct and I doubt that we would see anything like that at Belmont. Nassau and Suffolk OTB have already been approved for their own slot machines elsewhere. Even when racing was king, it wasn't needed; why would slots be any different? Even when Roosevelt Raceway was still getting 25,000+ on weekends, it never merited an on-premises station, and even as early at the 1970's they ran shuttle buses from Mineola. I will be shocked if a flyover is constructed even if Belmont does get slots. For a park and ride-- maybe, but even that might not attract enough people to justify a flyover. Finally, they used to run railroad trains to Atlantic City. The "ACES" service didn't survive, and that was before the latest boom in casino building outside of New Jersey.
