At the time the 63 St tunnel was designed, the MTA didn’t exist and I believe the LIRR still had some double deck cars in its fleet. I doubt that any significant changes would have been made between the time of design and the time actual construction started and even then, there were probably still some LIRR double deckers still operating. |
