They can't legally do that, the requirement is for 100 people per car minimum with 2x2 seating you only less than 80 per car. your fleet would need to be increased by 20%.were would you yard all that equipment and were are you gone run all those trains that need to be 20 % longer, just impossible unless you go with double deckers, which gives you other problems. |
