Another constraint mentioned is that clearances on the Hudson Line are too low for double stacked freight cars, and passenger train traffic will constrain use for freight. Read Chaoter 1, Purpose and Need.I think they envision way more than one train a night as a means of reducing truck traffic substantially. |
