What kind of freights? Remember that the tunnels have limited vertical and horizontal clearance.

And no freight railroad, save those dedicated power company railroads out west that run between the mine and the power station, has any electric engines anymore. Given the cost of NJT's ALP-45DPs (about $12 million a pop), that would turn off any railroad in terms of investing in such units.
