Track use fees west of P-Burg would be very expensive. NJT has no rights west of there, so would have to pay market rates to NS, not incremental rates as Amtrak does. NS would demand a ransom for capacity expansion west of Bound Brook to whoever is willing to pay for it. I don't see Penn DOT the least bit interested. |
